As I recall the error I am getting did not occur until well after the drive was created. Explorer does everything specified in the Properties dialog, it just crashes when the Properties dialog is closed - but only on FAT32 drive. Larger drives will show the "1790" error when the BIOS doesn't know what to do with the drive size parameters it retrieves from the drive during bootup. I overcame this on my system by using a "BIOS compatibility" jumper setting on the drive in conjuction with vendor-provided (free) disk management software.
